One founder spent years finding fraud in construction supply chains for HMRC. The other spent more than a decade defending contractors when HMRC came asking. Tax Radar exists because they saw the same problem from opposite ends.

A Chartered Tax Adviser with over a decade of experience in tax disputes and HMRC enquiry defence, specialising in fraud cases and the arguments HMRC runs. Now applies that experience to what CIS Defence checks and how the answers are evidenced.

Several years in HMRC's Fraud Investigation Service, latterly as an Operational Lead, finding tax fraud and turning it into something HMRC could prove. Now applies that experience to how Tax Radar identifies and evidences supply chain risk.

Jack Sloggett spends more than a decade in tax dispute resolution, primarily at BDO, defending businesses and individuals under HMRC enquiry.

Daniel Lusted works in HMRC's Fraud Investigation Service, on the other side of the same cases. He learns how labour fraud actually operates inside construction supply chains, and what an investigator looks for when deciding whether a contractor knew, or should have known.

2022

The same side of the table

Dan joins BDO's Tax Dispute Resolution team, and the two meet: the former investigator and the career defender, now working the same cases from the same side. It becomes obvious that they are giving clients the same advice from opposite starting points, and that almost none of those clients have the records to act on it.

2025

The law changes direction

The Finance Bill lands and the direction becomes unmistakable: joint and several liability for principal contractors, an objective test, and no defence in good intentions. The two start building the tool they had both wished existed: one that does the checks continuously and writes the evidence down as it goes.

In force. And live.

Sections 62A and 62B of the Finance Act 2004 come into force. CIS Defence is live, monitoring supply chains and producing a monthly, timestamped Compliance Passport for every subcontractor. The product is simply their two old jobs, automated: Dan's instinct for where fraud hides, and Jack's knowledge of what evidence holds up.
